I'll always remember those burnt, black thumbs of the 'Torch master." I along with anyone who had the opportunity to meet and work a torch run with Winnie will never forget his smile, laugh and dedicated service. Our world was a better place because of Winnie. God bless Winnie, Barbara and the entire Spence family.

I am truly saddened by Winnie's passing. I grew up volunteering and working with Special Olympics Delaware and one of the first people I met was Winnie and his wondeful wife Barb. I could always count on Winnie for a smile, laugh or hug, and I loved our running joke of who beat who to run into the ocean for the Polar Bear Plunge. Winnie was such an intergral part of Special Olympics and of course the Law Enforcement Torch Run "Torch Master." I will truly miss you Winnie, but I know that you are up in Heaven keeping the Torch lit for the officers and Special Olympics athletes!!

Barbara and the Spence Family:
It is with a sad heart to hear of the passing of an old friend Winnie. My condolences to the whode Spence Family. I had known him since the early days of the Stanton School District. He always had the deep respect of those who were fortunate to work with him. His long years of dedication to the Special Olympics and the individuals in need stand as a beacon of light of his life of value and concern for others. He did, indeed, carry The Torch! I consider it an honor to call Winnie Spence, my friend. Francis Ryan Sr.
